Republic of Serbia ? Contribution to the zero draft of the outcome document

General Elements:

Republic of Serbia has prepared vision for Rio+20 on the bases of initial preparatory activities and national strategies and documents, including but not limited to Serbia 2020, Implementation of Sustainable Development Strategy and Action Plan, Strategy for EU Accession, Poverty Reduction Strategy, Implementation Plan for achieving Millennium Development Goals, Environmental Protection Program, Environmental Approximation Strategy, Strategy for Sustainable Use of Natural Resources and Goods (draft), Priorities for Danube Convention Implementation, Biodiversity Strategy, Waste Management Strategy, as well as analysis related to Implementation of multilateral environmental agreements ratified by country.

Initial preparatory activities include:

- Serbian delegations have been participating in different international events such as the RIM meeting of the UNECE, the UNEP GC/GMEF, the UN CSD 19 and the latest Seventh EfE Conference that took place in Astana, Kazakhstan in September 2011.

- Serbia, throughout its presidency over the UNEP Governing Council (2009-2011), dedicated special attention to the process of strengthening international environmental governance (?Belgrade Process?).

- Sub-regional Workshop on green economy and sustainable consumption and production, held in April 2011 in Belgrade was organized by Ministry of Environment, Mining and Spatial Planning and the Sustainable Development Unit of the Deputy Prime Minister for European Integration. The workshop participants were the representatives of the competent state authorities, business sector, non-governmental sector and other interested parties from the Croatia, Albania, Bosnia and Herzegovina, Montenegro, Macedonia and Serbia, and common positions were agreed. UNEP and OSCE supported the event.

- In September 2011, Serbian Government organized high-level event: Serbia-European Union Forum, with different panel discussions including panel discussion about sustainable development and green economy. This panel strongly contributed to exchange of views, ideas and visions, in political, professional and business perspectives (for more successful tracking of the European and international flows related to implementation of green economy concept and sustainable growth), contributing in shaping country platform for Rio+20.

- Ministry of Environment, Mining and Spatial Planning of the Republic of Serbia, in cooperation with the UNDP Country Office agreed to jointly work on development of the Green Economy policy paper for Serbia.

Republic of Serbia is building platform for participation at Rio+20 Conference within matrix (subject to further consultation and contributions) presented bellow.

Republic of Serbia:

1. Expects political commitment: Rio+20 will build on previous global summits: the United Nations Conference on the Human Environment in Stockholm (1972), the Conference on Environment and Development in Rio de Janeiro (1992) including Agenda 21, and the World Summit on Sustainable Development in Johannesburg ? WSSD (2002) including the Johannesburg Plan of Implementation. It also follows on from the United Nations Millennium Summit in 2000 and the establishment of the Millennium Development Goals (MDGs). Renewed political commitment related to sustainable development concept and implementation is expected.

2. Expects agreement on agenda for post 2015 Millennium Development Goals: In preparing for a post 2015 MDGs+ (MDs PLUS) agenda it is expectation and need to agree at Rio+20 to a set of goals/indicators, build on the lessons learned from the implementation of the MDGs so far, taking into account the further integration of the three pillars of sustainable development.

3. Proposes the structure of outcome document: Republic of Serbia suggests the structure of outcome document as the combination of Rio and Rio +10 (Johannesburg) outcomes:

- ?Framework Conventions?(roadmaps) on principles and guidelines on green economy and governance for sustainable development, and

- ?Plan of actions? on agreed thematic 2012 priorities.

4. Supports internationally agreed roadmap for effective SD governance: Republic of Serbia believes that Rio+20 Conference will reinforce the role of effective sustainable development governance by ensuring integration of the social, environmental and economic dimensions, and by supporting international environmental governance addressing the country needs and ?bottom-up? approach. Existing governance structures need to be reconfigured with greater integration that moves beyond the sector-specific response. The operating entities have to adopt new approaches.

5. Supports internationally agreed roadmap for green development: Republic of Serbia fully recognizes benefits, opportunities and challenges of a green economy transition presented in the UNEP?s Green Economy Report. We believe that the green economy should support ? not replace ? the social, economic and environmental pillars of the sustainable development. Rio+20 Conference should produce concrete internationally agreed roadmap for green economy consisting of political commitment, set a course for more effective implementation of commitments and concrete instruments and comprehensive measures of progress towards sustainable development; Rio+20 should significantly contribute to achieve a common understanding of the green economy approach, in particular:

- Framework of Programmes on Sustainable Consumption and Production;

- Framework of Program on (proper) tax and subsidy policies.

6. Respects ?Delivery as One? mechanism: ?Delivery as One? initiative could play an important role by ensuring that support to countries in the transition to a green economy is delivered in an integrated manner, including the involvement of UN Regional Commissions (and sub-regional offices) and through a dialogue with all relevant ministries and institutions of the host government.

7. Supports strengthening of environmental authorities: We believe that Rio+2o will positively contribute in acknowledging the importance of the strong environmental authorities at the sub-national (local), national, sub-regional (like South East Europe, Danube region), regional (Europe, pan-Europe) and global (UN) level. Republic of Serbia supports strengthening of UNEP (in terms of both, scope of activities and organization of work). These reforms should build upon the Belgrade process and Nairobi-Helsinki outcomes on IEG and lead to the establishment of a specialized UN agency for environment based on UNEP. Financial implications of this option should further be elaborated and negotiated.

8. Supports sustainable development policy improvements: Republic of Serbia supports the Rio+20 Conference reinforcing the role of sustainability in formulating global polices towards sustainable development by establishing the mutually reinforcing priorities, taking into account ongoing flagship initiatives.

9. Supports recognition of existing policies: Based on lessons learned, having the both policies in place, Republic of Serbia is of the opinion that Strategic Environmental Assessment (SEA) and Environmental Impact Assessment (EIA) should be recognised by countries as effective decision support process that can assist in the implementation of sustainable development initiatives.

10. Proposes new policy tool: Republic of Serbia is proposing to develop policy on Sustainable Development Impact Assessment (SDIA), as the possible indicator/ support (decision making, monitoring) tool to measure progress towards sustainable development, contributing to greater transparency and accountability.

11. Supports application of life cycle approach (LCA): We believe that LCA is contributing to more appropriate management of resources and transition to a green economy.

12. Supports accounting to complement GDP: We believe that internationally-agreed accounting frameworks and metrics to complement GDP from SD perspective should be taken into account.

13. Supports SD cross-cutting effective measures within thematic areas: Rio+20 should be action- and financing- oriented in addressing important already proposed thematic issues:

- Technology and innovation,

- Education knowledge, skills and tools based,

- Climate change and energy

- Food security (and sustainable Agriculture), land and biodiversity

- Sustainable mountains development

- Cities and the urban environment.

14. Proposes additional priority thematic issues in 2012+ period: We believe that additional emerging issues should be highlighted for priority attention:

- Environmental infrastructure (for waste, waste water, water management, transport, housing)

- Resource efficiency and ecosystem services

- Environmental and climate change security

- Preservation of freshwater environment and resources (not only oceans and marine resources).

- Promoting greater use of renewable resources

15. Proposes the Danube region, to be considered as important (role-model) sub-region: Big river basins sustainable development, like Danube?s is for wider Europe, is very important for sub-regional sustainable development. Danube river basin sub-region will benefit to have integrated water management, mountains management (Carpathians, Balkan and Dinaric mountains), sustainable Agriculture and forestry management, sustainable urban, rural and tourism development. Utilisation of the Danube region potentials as a resource is significant for sustainable development of all concerned countries.

16. Supports sustainable financing: We are of the opinion that public-private partnerships are essential tool for creating sustainable financing for green economy. Sustainable financing should reflect the value of natural capital in economic and financial decision-making by combining market and regulatory instruments.

17. Supports cooperation as the mean of implementation: Rio+20 represents an important opportunity for the international community to enhance global cooperation on sustainable development respecting the right of countries to pursue their own sustainable development paths. Moreover, international co-operation can provide a platform for easier and better best practice exchange.

18. Supports coherence as the mean of implementation: Rio+20 represents an important opportunity for the international community to achieve coherence and coordination among different (fragmented) multilateral environmental agreements, adapt, implement and enforce environment-related legislation at the national level.

19. Supports partnerships as the mean of implementation: Partnerships with all Major Groups and financial institutions should be strengthened. Republic of Serbia believes that Rio+20 will contribute to further development of mechanisms for partnership with all stakeholders, particularly to motivate the business sector to innovate and invest, civil society to participate in decision making processes, scientific and educational organisations to provide high-level, appropriate and relevant expertise, as well as socially vulnerable groups (youth, women, mountain people, rural people, unemployed people) to influence processes.

20. Supports arrangements for public participation as the mean of implementation: We think that systematic arrangements for informed public participation in all levels of decision-making are a necessary part of the institutional framework for sustainable development.

21. Supports technical, capacity and financial support to countries with economy in transition, as the mean of implementation: We think that countries with economy in transition need support in their efforts to develop, implement and evaluate national green economy initiatives, programmes, and projects. Rio+20 should be action- and financing- oriented.

22. Supports the importance of environmental expertise as the mean of implementation: Environmental expertise in general, including within the United Nations teams should be strengthened, particularly when taking into account needs to be acknowledged by sustainable development expertise development process.

23. Supports the knowledge, skills and tools based education for SD as the mean of implementation: Education targeted sustainable development, including education of decision makers and trainings for green jobs and entrepreneurship is precondition to understand and implement sustainable development concept.
