Proposals of the Republic of Moldova for the Compilation Document of the UN Conference on Sustainable Development Rio+20

Country proposals:

a. What are the expectations for the outcome of Rio+20, and what are the concrete proposals in this regard, including views on a possible structure of the Outcome document?

The Outcome document (Declaration or Resolution) have to reconfirm and reinforce the commitments of the Governments to promote SD and Green Growth principles, using market and policy initiatives, adequate investments, promoting eco-innovation, facilitating awareness and information campaigns in this field, mobilizing and applying new knowledge and skills, including the promotion of education for sustainable development at all levels.

b. What are the comments, if any, on existing proposals: e.g., a green economy roadmap, framework for action, sustainable development goals, a revitalized global partnership for sustainable development, or others?

The Republic of Moldova supports the proposals for the development of the:

? Green Economy Roadmap

? Framework for actions at global, regional and national levels

? SD goals, based on existing and updated MDGs;

c. What are the views on implementation and on how to close the implementation gap, which relevant actors are envisaged as being involved (Governments, specific Major Groups, UN system, IFIs, etc.);

The Governments have to develop and efficiently implement National Development Strategies, which will be based on SD and Green Growth principles in all social-economic domains. These Strategies have to be implemented in close partnership with UN Agencies, IFI, all development partners.

d. What specific cooperation mechanisms, partnership arrangements or other implementation tools are envisaged and what is the relevant time frame for the proposed decisions to be reached and actions to be implemented?

Establishment of the national and regional mechanisms/structures and networks for SD promotion. Use of economic/fiscal incentives to be encouraged.

Specific Elements:

a. Objective of the Conference: To secure renewed political commitment for sustainable development, assessing the progress to date and remaining gaps in the implementation of the outcomes of the major summits on sustainable development and addressing new and emerging challenges. Contributions could include possible sectoral priorities (e.g., (e.g., energy, food security and sustainable agriculture, technology transfer, water, oceans, sustainable Urbanization, sustainable consumption and production, natural disaster preparedness and climate change adaptation, biodiversity, etc.) and sectoral initiatives that contribute to integrate the three pillars of sustainable development could be launched and endorsed at Rio+20.

Based on the development priorities of our country, we consider that the political commitment for the promotion of sustainable development in the next decade should be focused on the following areas:

? Rational use and protection of water resources;

? Energy efficiency;

? Sustainable production and consumption;

? Food security and sustainable agriculture;

? Climate change adaptation;

? Integration of environment protection and sustainable development principles into all spheres of the social-economic development of the country;

? Promotion of education for sustainable development.

b. Green economy in the context of sustainable development and poverty eradication: views regarding how green economy can be a means to achieve sustainable development in its three dimensions, and poverty eradication; what is its potential added value; experience to date, including what has worked and how to build upon success, what are the challenges and opportunities and how to address the challenges and seize opportunities, and possible elements of an agreement in outcome document on a green economy in the context of sustainable development and poverty eradication

As according to the UNEP definition, ?greening? the economy refers to ?the process of reconfiguring businesses and infrastructure to deliver better returns on natural, human and economic capital investments, while at the same time reducing greenhouse gas emissions, extracting and using less natural resources, creating less waste, and reducing social disparities? ? we fully support the approaches described above and their practical application in the promotion of Green Economy worldwide. Sustainable production and consumption, green jobs, green procurements, green office, green meetings, green building, green budgeting, e-governance etc ? all this approaches have to be broadly promoted and application encouraged by all existing and new, modern instruments.

c. Institutional framework for sustainable development: Priorities and proposals for strengthening individual pillars of sustainable development, as well as those for strengthening integration of the three pillars, at multiple levels ? local, national, regional and international.

Encourage/require Governments to make their work more efficient and sustainable. Involve and strengthen the capacities of regional and local authorities and civil society/NGOs to implement actions in order to achieve SD objectives.

d. Any proposals for refinement of the two themes. Recall that Resolution 64/236 describes the focus of the Conference: "The focus of the Conference will include the following themes to be discussed and refined during the preparatory process: a green economy in the context of sustainable development and poverty eradication and the institutional framework for sustainable development".

Support both focus themes selected, as very relevant and important for our country and region.
