Full SubmissionDevelopment of a Zero Draft of the Outcome Document for the Rio+20 United Nations Conference on Sustainable Development, Rio de Janeiro, Brazil, 4-6 June 2012 Contribution of the United Nations Institute for Training and Research (UNITAR) The transition to a green and socially inclusive economy requires unprecedented levels of personal awareness, knowledge, and skills. It also requires that national learning systems and institutions enhance their capacity to educate and develop skills in matters of green and sustainable development. UNITAR therefore supports the Common Statement of the UN System Chief Executives Board for Coordination (CEB) on the Outcome of Rio+20 which emphasizes that the Conference must address the means of implementing outcomes, through the provision of resources, including for technological transformation and Capacity building. In that context, UNITAR, as an Institute within the UN system that focuses on knowledge system innovation, training, and skills development, would like to share the following perspectives for preparing the zero draft of the outcome document. 1. Given the crucial role of capacity development to achieve the goals of the Rio+20 Conference, the outcome document would benefit from a distinctive, separate chapter/section entitled Capacity Development to Advance a Green and Socially Inclusive Economy. 2. A chapter on capacity development may point out that development of country-driven national green development plans through multi-sectoral and multi-stakeholder collaboration may provide an effective framework to guide capacity development interventions and achieve sustainability goals and targets. 3. The chapter should also recognize the need for capacity development at various levels of governance (i.e. national, sub-national and local), in the private sector, and civil society. 4. Specific emphasis should be placed on strengthening national education and training institutions in order to deliver, through national systems, learning action in support of national priorities. 5. Learning oriented capacity development should be based on state of the art instructional design and learning evaluation methods in order to ensure that learning interventions are effective and directly linked to achieving results. 6. The development by countries of a national strategy to strengthen human resource capacities and skills to advance green and inclusive development could foster a strategic and results-oriented approach to individual capacity development. 7. Identifying linkages between capacity development to address climate change, environmental sustainability, and advancing a green economy should be explored at the local, national and international levels.
