Submission of Ukraine for Rio+20 Compilation Text
During 20 years after Rio-92 leaders of Germany, Brazil, Singapour, South Africa, Ukraine, France and other countries many times promulgated at UN General Assembly Sessions and other high-level political fora the necessity of creation the World Environmental Organization and enhanced legal framework for achieving the goals of sustainable development.
Most recent example of such mainstreaming was a speech, made by President of Ukraine Viktor Yanukovych at the General Debate of the 66th Session of the UN General Assembly:
"Working on today's immediate tasks, we believe it is necessary to pay more attention to the increasingly acute issue of climate change and environmental preservation.
We consider relevant the idea of creating an effective international mechanism for the environmental protection of the Earth as our common planet.
A global environmental organization with universal membership functioning on a permanent basis should become such a mechanism.
We also call upon Member States to study the idea of developing a new universal instrument which could serve as a so-called "Environmental Constitution" and give all countries clear guidelines from the civilizational prospect, as well as identify compulsory principles of sustainable development of the global "green" economy, and environmental safety of the planet".
So to gain the objectives of the forthcoming Earth Summit it would be highly appropriate to include into the zero draft of the outcome document of the Rio+20 the following provision:
Transform UNEP into a fully-fledged UN Agency named World Environmental Organization (WEO) and simultaneously initiate the process of elaborating the World Environmental Constitution (WEC) as the way of reaching the required efficiency of the WEO and as a legal framework for the transition to green economy.
The proposal concerns the strengthening of integration of the three pillars of sustainable development (environment, economy and social aspect) at international level.
Arguments for the proposal in brief
The discussion on establishing the World Environmental Organization (WEO) and the beginning of the process of creation of the World Environmental Constitution (WEC) in their indissoluble unity would add an enhanced integrity and deeper understanding of the three pillars of sustainable development at Rio+20 Summit and will make the work of the Summit more constructive. In prospect, Rio+20 decisions on WEO and WEC would provide for:
institutionalization of proposals and ideas for dealing with problems of climate change, prevention of other global environmental threats and problems of transition to "green" economy in the wake of relevant initiatives and declarations made by world politicians during the 20 years after the Rio-92;
creation of a permanent effective mechanism for a global dialogue of all interested parties, for reducing the conflict of interests between the South and the North and for the elaboration of a universal legal framework to achieve the goals of sustainable development, relying, among other things, upon a huge array of over 500 treaties and conventions concerning the environment, which are currently valid but ineffective.
